Technical support to write a report to be able to have a better overview of the process of shifting towards a green and circular economy at the Mediterranean level. The focus is on selected areas and key sectors such as agriculture, water, waste recycling and recovery, industry and tourism, renewables, construction or housing. Further, the report will converge onfinding opportunities, challenges and trends that could be extrapolated to the region, giving special attention to green employment and green skills with a focus on women and youth while identifying already existing initiatives, programs and projects with the aim of going further that the currently available literature.
WE&B will provide technical assistance to the Water, Environment and Blue Economy Division of the UfM Secretariat.
To achieve this, the specific objectives of the consultancy services will cover the following:
1) To identify, gather, systematize and analyse qualitative and quantitative information at regional, sub-regional and national levels in key sectors with higher potential with a focus on employment opportunities and new skills (upskilling and re-skilling), especially for women and youth skills. Identify opportunities for different actors (public sector, private sector, producers and consumers and academia) and map in the process key ongoing initiatives, programs and projects.
2) Present the information in a way that allows comparability with key green sectors in EU- countries as well, using existing indicators to create a framework that will allow the benchmarking.
3) Use the information obtained to extrapolate trends to the region.
4) To prepare a methodology and a draft concept of the study, to select together with the UfM
how to elaborate de report presenting them different options, proposing alternatives possible
structures by themes, key sectors, or other.
5) After consultations with the UfM about the content, elaborate the report for potential
publication.
6) As the report will be produced in English, translate the report into French and Arab.
7) Design a layout of the study. A short informative version to be printed, and the complete
report in an online version.
8) Wide dissemination of the report.
