This project aims to support the implementation of Peru’s roadmap for monitoring climate adaptation and mitigation measures, with a focus on the water sector. Specifically, it seeks to assess whether adaptation measures are being implemented as planned, evaluate their effectiveness, and explore opportunities for improvement.
To achieve this, the project has two main objectives:
•Design 15 adaptation measures in the water sector and to analyse the sustainability of the development and implementation phases for the monitoring of these measures.
•Development of a monitoring system that can identify the implementation of adaptation measures in the water sector following the planned paths.
The project will identify barriers to implementing the Climate Adaptation Monitoring System, conduct a financial sustainability assessment, and prepare a Concept Note to seek funding from climate finance mechanisms like the GEF. The approach combines a review of existing literature and data with stakeholder engagement to generate new evidence and insights.
Under the Project, WE&B successfully developed/delivered the following services:
• Identified and mapped relevant stakeholders, clarifying their roles in the data collection process and their connection to the 15 selected indicators.
• Validated stakeholder information using a snowballing methodology.
• Established and facilitated working groups to gather information on existing data systems and platforms.
• Co-designed and established operational models for Monitoring and Evaluation (M&E) in collaboration with the client through participatory workshops.
• Developed and tested a prototype M&E system with sectoral focal points from various Peruvian government ministries.
