Description
The overall objective of this assignment is to conduct a desktop study aimed at collecting preliminary information from literature, websites and published strategic documents like policies, plans, frameworks and analyse the impact COVID-19 pandemic on the planning and implementation of the SADC and EU MS WASH RDI and capacity building activities. The study will start with a comprehensive analysis of the impact at the SADC and EU level and from the results of the broad analysis, select 5 SADC countries (SA plus four other) and 5 EU countries to investigate further and conduct an in-depth analysis of the impact of the COVID-19 pandemic on the key stakeholders and WASH RDI sector in those countries. The selection will be based on the top countries that have proven to be resilient, managed to reprioritise and adapt to continue RDI and capacity building activities even in the time of the COVID-19 pandemic to facilitate and promote joint learning and sharing of best practice during the consultative dialogues. The desktop study will identify both negative and positive effects, categorise key areas into clusters. The study should also include virtual individual dialogues/interviews with selected key SADC and EU WASH RDI stakeholders to get further information and validate the documented information.

We conducted an overview of the effects of COVID-19 on the EU WASH RDI sectors and capacity building activities. We developed a database of the key SADC and EU stakeholders and further clustered them according to the level of COVID-19 pandemic impact (least to most affected) on their WASH RDI and capacity building planning and implementation of activities.
We firstly conducted an in-depth analysis of the effects of COVID-19 on the 5 EU countries that we ranked in the top 5 of the most resilient, agile and responsive countries from the information collected from broad analysis
We further analysed how the selected leading EU countries have managed to adapt their strategies, reprioritise funds and effort, adjust their planning and implementation of WASH RDI and capacity building activities to remain resilient to the COVID-19 pandemic.
We prepared a questionnaire and interviews to the wider EU water sector audience where we gathered and analysed the information before we presented our findings in 3 workshops.
Finally we identified policy shifts and the enabling environment required to support the SADC WASH RDI and capacity building resilience for future pandemics and post COVID-19 recovery.
